You have to raise their overall friendship level first, and then the dates will become available. Just keep doing events for the girls that you want to date. Right now, you can only date Kali, Ashley, Maria, or the twins on the second floor.
I believe the magic number for dates to happen is when you get to 10 on the friendship level.

The dates seem to have irked some people (perhaps as they are more relationship vs sexy time?) but i personally thought they were great for those who want to immerse themselves in a relationship with the girls vs just fucking them. I enjoyed them for how deep they dived into each girl and even offered you to have your own opinion on stuff. Its important for those detractors of the dates to remember they like other content not everyone is on board with are entirely optional. Dont like the idea of making your waifu strip? avoid exhibitionism. Dont like pissing on them in the dungeons? Dont take them there and dont want to spend too long seeking out their hopes and aspirations? avoid the dates.
My only personal complaint regarding them is the fact theyre focused on the main cast which i feel at this point i already know so much about. Give me more time with the Sanctuary girls, with Jin, with the uni girls or the school girls as well as the likes of Moon. They could probably do more with the expanded development than the likes of Maria etc do at this stage of the game but its a minor complaint. Still this is also coming from a very long time fan, newer players might get more out of this deep dive on them vs someone who has spent years with said main characters at this point.

I don't know if we'll get it with the sanctuary elves or the girls at Kali's university, or even with Kate or Moon. Right now, we have those events for the side girls, but like you. I would love to take Nia, Moon or Vanessa (or any of them to be honest) out on something like that.
I don't know what Runey has planned for the side girls, but the dates is a good step towards learning more about them, brings the player closer to the girls. The dates are a good addition, even if it took away from character advancement and story progression.
I'd rather have the story vs. the sex anyway, and I'm that way with all of my VNs I play.

Well he has said outright in the past i recall with certain girls like Ann for example - they're there to be fucked. He had no real plans to give them their own stories but i personally want to date the likes of her to see more of her interests and desires. Others are just there to make the main girls look good (hence the utter removal of individuality, uniqueness and agency of Jin because Lin demands she be older Lin and thats that) so they could really benefit from legit one of one dates not under the shadow of the main cast who dictate their direction.
Nia and Sylvia are secure in they already have their own love routes - Moon, Kate and Ellen are pretty safe too as pseudo main characters (B listers is perhaps more accurate term) but not all side girls are ever gonna be treated equally. Thats fine but Runey has been known to dedicate updates more to the side girls than most on occasion so the option is there but it feels like it would be a great deal of work for something which is as i was saying earlier entirely optional content so it might not get the mileage he is looking for (even with main girls perhaps). It would be a good avenue though IMO at least to develop certain characters without having to just make them rest on their laurels till a main storyline sweeps them along. He does polls to gauge popluarity of the characters including the side ones but no one is gonna vote for randoms hes not himself been interested in developing (drunken milfs at the bar are awesome, as are hot pizza girls who sleep on the job but is anyone gonna pick them over say the horny tease Lucy?). Maybe dating them will up interest more because lets be honest the poll results are dreadfully predictable far too often these days and hes looking at characters not going the way he would like to see if he can steer the ones he wants more front and centre to be more popular like Vanessa intro scenes as i recall.
